There needs to be national certification of law enforcement bodies.

And with that national certification they would qualify for any funding made available to law enforcement. Any attempt to hide the actions of bad police would disqualify them from re-certification and federal funding for at least 4 years. There would be a limit that states could fund law enforcement bodies with state funding and could not redirect federal to state in order to bypass.

Re-certification every 4 to 6 years.

And also federal laws stating that local PDs only get federal funds if they hire only certified LEOs.

And each LEO's certification should be subject to good-conduct rules. Get caught abusing your power? Get your certificate pulled, your local PD fires you, because they're not going to risk federal funding, AND every other police department will not hire you after your certificate was yoinked.

That's what's needed to be done to start getting psycho cops under control.
