ombudsman. Do the same with all of your Representatives. The ones who have offices in DC. Ask for their ombudsman, and keep at it until they make it right. This is a federal program, and they have to make it right.

Just getting in touch with Visa themselves they have agreements with all issuers that use their name..

It has the visa logo so is associated with them maybe would look at the problem, the issuing "bank" has a contract with visa to use the name..

Interesting parentage. Home based Storm Lake Iowa,office in Souix Falls S.D. for Tax purposes. Tied to Visa Card Services. Smells like Grassley and Crew as well as John Thune. Diffidently some one put in the Fix.

Prepaid Money Cards seem to be based in Sodak and Nevada because of our Banking Laws and Protection.
