My friend has a small business, a car dealership.
Chrysler, Dodge, Jeep.
In order not to have to repay the government loan he has to keep all his employees on payroll and re-employ any who were laid off.
I think that's where these numbers are coming from.
So that they don't have to repay loans, businesses are recalling laid off workers.
When the stimulus money runs out these folks will be on the street again.
Fake numbers.

(15,179 posts)After receipt of the PPP loans, the business has eight weeks to use up the money (25% of it can be used for utilities and mortgage interest, in addition to payroll). After that, you are on your own.
Those people will be laid off again because the real economy is still ruined.
I'm involved with a horse rescue sanctuary and we took some of that money to help us pay our essential workers. They would not have been - nor will they (hopefully) ever be laid off. Stalls don't muck themselves! and 58 horses need to be fed twice a day. But we rely on donations for our funding and this was a big help to us in a difficult time.

(65,248 posts)Those people are getting paid, all or a substantial part of their salaries, they are not unemployed.
Now, if we wish to discuss the sustainability of that employment model, we will come to a different picture of these numbers in the near future.
For now, they're real, but if Mitchy Boy doesn't get off his brain & work with the House, the numbers might spike just in time for November.
Also, the number is really 16.2%. The council has, for decades, subtracted "special causes" to make the trends displaying economic health comparable year over year.
They don't hide the numbers. They're right there, in clear notation, in the same report. They did it after major hurricanes, too. The Northridge earthquake, as well.
All that aside; 13% UE is nothing to see as good news. PINO is announcing it, but Biden and others have already pointed out that it's 15 million people who had a job in February, and don't now.
