Once a year and after every use of force, take a blood sample of officers involved. Test for illegal drugs including steroids.
I think they would think twice before using violence and there would be a reduction in it.
Also make the results available to the public.

2. Each cop gets reduction in actual police work hours to 20 per week, the other 20 they have to volunteer helping social service agencies. No OT. No outside security gigs.
3. No more armed police.
4. Each officer must carry a liability insurance policy.
5. MANDATORY behavioral health monitoring.
Back on the farm, we had to shoot a rabid animal, I think proposals like these are being generous.

(14,858 posts)Screen candidates all you like, but when they're put in that situation, with the cop culture that currently exists, they have little choice but to either turn rotten themselves, or to quit. Either way, there's no improvement in the overall behavior of the police.

(86,647 posts)My niece was a military cop and was stationed overseas. When she got the states and was training for higher position she was met with the same kind of shit. She made it all the way through the training but did not re-enlist, signed on with a different federal agency.

Require they carry personal liability insurance, much like malpractice or errors and omissions insurance.

(24,259 posts)Not only do they need much better training and screening there must be mandatory reporting by fellow cops.
Law enforcement officers are mandatory reporters for child abuse/neglect (at least in NY). It needs to be added in all states that they must also be for fellow law enforcement as well and with serious repercussions if they don't.
There also just be reform on the judicial level. There must no longer be judges protecting cops from their negative actions.
Laws must be changed. There are better ways that other countries use so we should look to those countries, learn and then modify things as/if needed to fit our Constitution.

I'm all for the mandatory interventions in cases of excessive physical force, but it needs to go further than that.
In military circles in various times in history, there was the offense of "toleration" - meaning that not only did the person that committed an offense get punished, but everyone who saw it and failed to report it got punished just as harshly.
Seems we have to bring that hammer down on the cops. Right now, they have no honor.

Most of them shouldn't even need guns. Regular patrol officers should get a baton and a taser. That's it. If that's not enough to deal with some bad guy, call for backup - only then should they be allowed more gun.
Only a rarely used SWAT team should even have access to M-16s and similar high-firepower weapons. And that SWAT team should legally be only deployable in the case off immediate danger of heavy violence. No-knock raids of people growing pot is unacceptable.
Take the teargas away. ALL of it. It's a barbaric weapon.

(17,550 posts)would be to demilitarize the police. In my rural county, the sheriff's dept. has an armored personnel carrier, machine guns and it wouldn't surprise me if they had heavier weapons. It is as if that they are preparing to go to war against the people. Instead of so much SWAT shit they should invest in a little patience. Instead of knocking down doors, in the middle of the night, they might consider other options first.....They need to lose their black military type fatigues and shaven heads that are intended to intimidate; they can not be allowed to rule by fear.
If the cops are scared of the people, they should find new jobs. Cops should understand that they are not the law, but are there to enforce the law. Their bosses should not be other cops, not professional politicians, but civilians from the community. They should not investigate themselves for wrong doing but have independent civilian review boards. Cops caught lying to protect other cops, or turning their heads from abuse, should be banned from the profession. Cops who assault civilians should be charged as they would charge other criminals. Cops who's body cameras routinely "fail" at convenient times should be removed.
Cops should be of the people, not a force apart. Make no mistake, even if you are lilly white, and middle class, cops are not your friends; they view everyone they come in contact with as potential enemies. If they are ever put in a position of defending you or defending other cops, they will not help you.
