Second, I don't think a big decline is likely absent a vaccine.
But I universal mandate to wear masks inside any public place would be a start.

But, Phase 4 is fraught with dangers.
Illinois has not substantially dropped, but been manageably flat for weeks. Much below the peak.
But, Phase 4 starts tomorrow. I'm apprehensive.
Besides, the chart in the OP was a joke. So, I wasn't taking the specifics too seriously!

And the Trump administration completely bungled the opportunity, squandering the time we bought for them to come up with a consistent, coherent, science-based program for dealing with Covid-19 and alleviating the economic crunch for millions of Americans who don't have a billion dollars to fall back on.
