Someone can be a traitor without committing treason. Donald Trump is a treasonous traitor.

The Congress shall have power to declare the punishment of treason, but no attainder of treason shall work corruption of blood, or forfeiture except during the life of the person attainted.

He has committed overt acts of "adhering to [our] enemies, giving them aid and comfort." Does his failure to act after being briefed on these bounties constitute an "overt act" that can be witnessed that courts have required for treason? I don't know, but it sure smells like the treason defined in the Constitution.
