the tape was made by an attendee

indubitably. the camera was under a table. Maybe in someone lap. You can see the edge of a table cloth and waiters from an angle that demonstrate that the camera was under the table.

which made me think the camera was set on the back of a table or shelf. The edge of the view cut off by the shelf/table is about the middle of the back of the chairs people are sitting in...which is consistent with a table top.
