The timing of his response also plays into the speculation because issuing it before all the facts were known, he failed to offer condolences to the families of the victims. It almost appears as if he had a statement prepared and was lying in wait.

Lack of imagination, and he's not a spook insider like GHW, so he's not equipped (and his organization isn't trained and prepared) to recognize and maximize potential gains from national security stumbles and failures. More than anything, Romney doesn't have the powerful friends in the major media that Reagan and Bush had. The Iran Hostage "Crisis" and the "Iran Gas Crisis" were really their invention.
