WHY wasn't there someone monitoring the disbursement of these funds? We know they're a bunch of crooks; I wish this whole thing had been done differently.

Organizations affiliated with Planned Parenthood,
Law firms associated with Democratic causes,
Public Radio companies,
Planned Parenthood Organizations,
Schools,
Environmental non-profits,
And, much more.
There is no one good source on this, so you have to read a number of articles like those below. Also, here are a few other facts-

Personally, I think the objective of the PPP program makes sense. I suspect there are some good Democrats working for some of seedy GOPer loan/grant recipients.
