If positivity is up, the only way I can think of to get fewer cases is to run fewer tests.

On a side note, I have a friend in Florida who went to Disney World yesterday as part of some kind of preview ahead of opening. She said she felt safer there than in any other public place because they enforced masks and distancing.

My wife and daughter went yesterday (colleague had a couple extra passes)

My wife said she felt MUCH more comfortable there than, say, going to Target. Everyone was wearing masks. Lots of hand sanitizing and washing stations. Physical distancing going on.

And, it's largely outdoors or only inside for a few moments on a moving vehicle. That's not conducive to virus spread. . Indoors, more people, no masks, shared air, etc. is much more conducive to the spreading of the virus.
