It is fine to make plans now but not to do work on a garden. You should do it in the spring or the fall when cooler temps and rain will help the new plants to establish themselves.
So is she making plans for gardening to be done in October, a month before the election? That just doesn't make sense unless the idea is to spoil the garden for the Bidens.
