Well, that's what he said at first. Then he walked it back and said that the White House had insisted that expenditure be in the bill or President Trump wouldn't sign it. So McConnell didn't have any choice, see. He had to put it in the bill or it wouldn't get signed by the President. Never mind that even his own caucus isn't going to vote for the bill, none of the Senate Democrats are going to vote for a bill they didn't have any say in writing, and the House passed its own version of the bill months ago, so they're not interested in McConnell's toadying shenanigans.

McConnell looked like a prize chump this afternoon trying to justify this horrible bill, and he deserved every last bit of discomfort.

Senator Duckworth would be an outstanding veep pick.
