Second screen allows you to mark yourself as having tested positive. Third screen let’s you notify VDH if you test positive or if you get an exposure notification.
Yes it highly reliant on people using it and self reporting.
Random ID assigned to each phone that changes every few minutes. Using Bluetooth the phones talk to each other if they are within a certain distance.
