He was so excited,.. because he thought the bird was an American bald eagle,... but it was only a pigeon. But he turned around and saluted the pigeon,... excuse me, I mean "pointed" at the pigeon again.

Anyone who does that in public is doing it deliberately. Claiming innocence is asinine. The Nazi salute is very specific, just like flashing someone the middle finger. Everyone on the planet knows what it means.
