All summer there were plans for limited spectators, kind of like some NFL teams will do.
I thought the horse racing forums would object to the change but to my surprise and satisfaction the positive voices drowned out the right wingers saying it should be full blast

And the casinos have always permitted horse betting.
Sports betting is essentially legal everywhere now.
