Question about DOJ and Trump sexual assault lawsuit

We know the reason given, that Trump was acting in his capacity as president, is bull crap....But let’s say we concede that point, why would it be DOJ lawyers and not the White House Counsel who defends Trump?

It just doesn’t make any sense to me. You would think that if any president was acting in their role as POTUS and needed some type of defense, then it would fall under the White House Counsel, and I am surprised “not really” that the MSM hasn’t brought that up
