Canadian (conservative) Finance minister's plea to business: "Use tax cuts to create jobs"

Note, this is Canada's Conservative finance minister, Joe Flaherty.

Now Joe, why would you have to tell businesses to use the tax cuts to create jobs?

Isn't this what tax cuts are supposed to do? Isn't that the whole concept behind Conservative/Republican trickle-down magic???

Finance Minister Jim Flaherty is urging Canada’s private sector to start investing the cash businesses received through corporate tax cuts and other federal incentives as the best way to create jobs and give the economy a boost.

“We have lowered taxes on income for businesses and individuals. We have encouraged the purchase of new technologies and equipment,” said Mr. Flaherty. “But ultimately, it is up to you in the private sector to take advantage of all these strengths and invest, to create jobs and grow our economy.”

It is a message that has prompted some debate. A study by National Bank Financial recently disputed the theory, arguing that its analysis shows Canada’s publicly traded companies are in fact making investments and returning cash to shareholders.

...is why not just tie tax breaks to job creation? Seriously, it should be easy to do, there are already many things that that businesses do for tax breaks, why not just have a tax break of X% for increasing your company's payroll by Y%? I mean, I know the answer, really - they don't actually cut corporate tax rates to create jobs, they do it for ideological reasons - but I wonder why tying tax breaks to actually creating jobs is not even part of the discussion.

But yeah, I do love that Flaherty is essentially admitting that his neocon trickle-down theory of job creation is not working. (Note to the Harper government: if you want to fight unemploymnent, you could start by not firing any more public servants. Just saying.)

Canadian corporations are sitting on $583 billion in Canadian currency and deposits, and more than $276 billion in foreign currency.
