No, we did not have a surplus in the '90s.

You only have a surplus when you are not racking up debt, like borrowing money from social security that has to be paid back. That's what happened during the '90s.

In your life, if you are borrowing money on credit cards, do you consider this income?

This is what our crooked accounting does in America. This is one of the reason's this nation is on the decline, we can't even be honest about hard math.
