Federal Disaster Preparedness...

5 million propane stoves (NOT the kind that last for years and years; something more cheaply made using recycled materials)
5 million propane lanterns (same as above)
5 million propane catalytic heaters (these are safe for indoor use)
5 million 12-person dome tents (made with recycled materials)
20 million sleeping bags (cheaply made, with filler made of recycled paper)
100 million utility candles
50 million propane bottles (the little green kind)

An agreement with national retail grocers to provide enough non-perishable food, water, diapers, sanitary supplies, and trash bags for 1 million people for two weeks and require this agreement to take precedence over their day-to-day operations.
An agreement with common freight carrier railroads to provide transportation of said non-perishable food and require this agreement to take precedence over their day-to-day operations.
An agreement with The Federal Motor Carrier Safety Administration's member carriers that requires them to provide transportation for said non-perishable food and require this agreement to take precedence over their day-to-day operations.

Give the above mentioned grocers and carriers the guarantee of a sliding-scale tax break making their contribution to disaster relief a no-lose proposition, and hold it in reserve until their services are required.

Place the hard supplies in 6 places equidistant to each other and the nation's borders.

Use the same federal arm-twisting that forced the states to adopt a 21 yr. drinking age, seat belts etc., in order to require the states to evacuate citizens with some federal money on the back end (just get them the fuck out; use school buses if necessary - we'll provide for them later), or fend for themselves if they refuse.

Season to taste (NO EARMARKS), wrap it up, and call it the Federal Disaster Preparedness Act of 2013.

ETA How to pay for this? Stop the fucking wars TOMORROW, bring our troops home, and WATCH the shot in the arm the economy gets from tens of thousands of military families that need cars, homes, appliances, clothing, etc...
