that within that "filibuster-proof" majority, were folks like Joe Lieberman and Evan Bayh...hardly reliable votes in a crunch

but likely privately, they were cheering him on, holding things up so that there could not be "60" votes against the Repug 40 (mind you, Joe L. didn't bother acting like the "liberal satan worshipper" that he was painted in 2000)
