Weird Personalized Robocall from Republican Congressman

Tonight I received a very strange call on my personal cell phone, which I very rarely give out. It was the voice of Republican Rep. Dan Lungren: "David, this is Congressman Dan Lungren. I'm calling because..." then I hung up. It was definitely Lungren's voice, but it was also clearly a robocall, with the "David" somehow spliced in. The phone number this came from had been calling and calling for the hour beforehand as well, so I finally answered and got this... It's kind of creepy, and I'm not sure how the Lungren campaign has my number and name. So odd...
