Walking passed a polling place on my way to work

I saw an older white guy with a hunting vest on and two big hounds watching people come and go to vote.
He could be just waiting for someone to vote. He surely wasn't out walking the dogs. I go that way every day and have never seen him before. He sure looked out of place.
I think he tried to look intimidating so I went up to the dogs and they were friendly.
I could be full of it but he looked like my idea of a tea party NRA winger looking for undocumented immigrants to harass.
This is CA and the right winger's boogie men are Hispanics,

My polling place is across the street from my back porch. My dog and I have been watching people vote all morning.

Just like the Fox freakout over a black man standing in public, as long as nobody is interfering with anybody, you can go out in public and watch what you want.
