Problems in OH.

Somebody just called me from OH (Cuyahoga). They tried to vote. Filled a paper ballot. Ballot is supposed to go into a scanner and the voter is supposed to get a receipt. But the scanner was broken. So they had to just put the ballot into a machine. I tried to call vote protection hotline but they were pretty much useless.
The ballots are not being scanned in the most democratic area of OH.
Who should I contact?

I think it's supposed to be for voter intimidation, problems with ID, and the like, but it couldn't hurt. A broken scanner is kind of a big deal.
