Back in the 90s Gingrinch wanted to create state run "orphanages" to place children who were illegitimate, as his proposal would cut their mothers off from welfare, I'm sure he had this kind of indentured slavery in mind.

And if Newt and his cheering audience had their way this law would be repealed after only 70 years or so. There are people alive today who worked in factories as children. Newt is not one of them.
