Ex-Reagan adviser shapes Kansas governor's tax plan (also sued in possible Ponzi scheme)

TOPEKA, Kansas (AP) -- Economist and former Reagan administration adviser Arthur Laffer is in Kansas, promoting Republican Governor Sam Brownback's income tax plan after having helped shape it.

Laffer is speaking Thursday to lawmakers in both houses. He told reporters before speaking to the Senate tax committee that Brownback's plan will help the poor because it will create prosperity. He's a consultant for the administration.

His appearance came two days after the release of new state figures showing that Brownback's tax overhaul proposal would increase the total tax burden for low-income Kansans. People with adjusted gross incomes of $25,000 or less a year would pay $156 more on average. Brownback would cut rates but eliminate credits and deductions.

Laffer says such an analysis is static and doesn't consider how tax policy spurs prosperity.

Topeka — Arthur Laffer, the supply-side economist who was hired by Gov. Sam Brownback to help shape the governor's tax overhaul, is being sued in Texas for allegedly being part of a Ponzi scheme, according to reports.

Laffer is chairman of Laffer Associates of Nashville, Tenn., and was an economic adviser to former President Ronald Reagan.

Brownback's office has said Laffer is being paid $75,000 to help with the governor's tax reform measure the governor unveiled last week. Laffer is scheduled Thursday to speak with Kansas legislators on the tax plan.

In the lawsuit, Laffer is accused of lending his name to fund managers who diverted $3.1 million from investors in what plaintiffs call a Ponzi scheme.
