if a president is immune from prosecution in the first place? Ford pardoned Nixon because he thought that Nixon could and would be prosecuted and that it would be too disruptive and divisive. The pardon turned out to be a bad idea, but it was given only because it was assumed that Nixon could be prosecuted.
