There are so many better names to call him. Tubby doesn't track as well as, say, Crazy Jesus Freak.

Perhaps VanOrden was slyly referring to the TeleTubby character, Tinky Winky, who, the late Rev.Jerry Falwell insisted was a stealth indoctrination and acceptance of "homosexuals" into society.

He's as kooky as any of them, and he can't control his temper.

He is the legislator who screamed at some Senate pages in the Capitol rotunda, calling them jackasses and pieces of shit and to get the fuck out.
