How did the Michigan right to work law pass? lame duck congress?

I am sorry to be ignorant but I am confused. The lame duck congress was elected some time ago by Michigan voters. Is Michigan a republican leaning state that caused this to happen? Or do democrats outnumber republican registered voters there?

Someone was responsible for electing these %$#@'s who are now screwing the unions in that state.

Edited to add: I wonder if any UNION MEMBERS supported the tea party!

and a Republican governor. That's how it passed.

I'm not sure "right to work" was part of their campaign platform, though.
