In most of the '00s what happened was that the president proposed something and Congress appended more stuff to it. Pretty much everybody got their way. Spendy, that.

Congress passes bills and the President signs them. Both are responsible for the debt.

...you'd think they had nothing to do with it. And a veto is a tool that Prexies must use with caution.

FDR had the most (635) and he didn't do too bad. Obama has only had 2 in four years.

Hope he's learned his lesson. But that's a topic for another blog post.
