Yes Mass. has to have a special election, but there still needs to be an interim senator appointed until that election can be scheduled. So Rice cold be appointed and could run. Scotty Brown would probably decline to run fearing two losses in a row would be the end of his career. But maybe not, as his ego is pretty damn big.
