Another needed reform: ban modfication for semi-automatic guns

I see talk about closing the gun shows loophole, registration all perfectly good ideas. But I think one thing is being over looked is modifications

A normal semi-automatic fires one bullet per pull of the trigger, what most people think of when you say the word gun. But there modification called bump clip/stocks that use the recoil from a gun that allow to fire much faster than humanly possible. You see from video examples below, how big a difference these make, there's no need for these things. IMO eliminating these and high capacity clips should be a priority.
