Fmr police chief says Repeal Second Amendment

Norm Stamper, former police chief of Seattle, calls for repealing the Second Amendment

We are in denial about our duty to stop gun violence. We're awed by what we perceive to be the power of the National Rifle Association, and the political clout of those members of congress whose loyalty has been purchased by the NRA.

So we wait. We wait for the next slaughter, knowing it will surely come. Nothing has changed, nothing will change. Not unless we resolve to become, in the president's aspirational words, "better than this."

How do we accomplish that? Through repeal of the Second Amendment, and the enactment of a new constitutional amendment.

The Second Amendment -- elevated to a state of holiness, its problematic comma debated for decades and "resolved," for the moment, by the Supreme Court -- is a relic. It made sense when it was written. It does not make sense now.

He has some good ideas that may have an impact and I agree with similar measures.

But you have a police officer (former) wanting to restrict firearms, except for him and those like him.

They constantly place that into the legislation under the exemptions. No one should have a high capacity magazine except for us.

The military is one thing, and I can totally see that they should have the weapons and capacities that they do... But not the police.

But to his points in the article:
• Registration of all firearms; - I personally cannot see how this would reduce crime. However if it is simply for revenue then we should discuss how to raise revenue.

• Licensing of all gun owners, predicated on completion of a background check and a passing score in a reputable gun-safety course; - Whole heartedly agree. He failed to mention renewals and retesting. I would like to see that.

• Safe and secure storage and transport of all firearms; - If I'm not mistaken all 50 states have something like this on the books already. I cannot drive around with a loaded rifle in my car even though I have a license for a handgun. My state law prohibits it. There already is a federal law on safe transport if you travel between states.

• Criminal and civil penalties for owners whose guns have fallen negligently into the hands of violent felons, minors, the mentally ill; - Agree!

• Ban on all assault weapons and high-capacity magazines, except for those possessed by the military and law enforcement; - No exemption for the police. They can keep their tacticool rifles and whatnot, but no exemptions for the police or retired police.

• Ban on so-called "armor-piercing" handgun bullets; - This is already illegal.

• The elimination of the infamous gun-show loophole in the Brady bill. - I agree. ALL transfers should accompany a background check.
