Who wrote "Plan B" - Ryan? Norquist? Cantor's staff? ALEC?

Boner is too dumb to do it, and I doubt he directed his staff to do it.

He is just toting water for the Rethug caucus crazies and vainly trying to appease them. He is Conservative to the max, but I don't think he or his office authored this travesty.

Can't find a source to tell who or what organization actually crafted this bill.

Ain't it ironic that the Rethugs named this "abortion" of a plan after the day after meds to protect against pregnancy after unprotected sex?

They took two dung Beatles gave them a dung ball and dipped them into ink then let them walk around on a blank sheet of paper.

I would really think it was only staff. Probably had instructions to take what ever President Obama offers and make it much worse.
