There is no way in hell that he can get the votes he needs to pass anything with Republican votes only. He must have Democrats, and a lot of them, to make any kind of "deal" on the fiscal cliff negotiations.
It is unfortunate that there are so many of them and so few of us. But, there is the possibility that with 20-25 Republican votes, enough Democrats could be persuaded to vote for extending the Bush tax cuts for everyone making less than $250K per year. Republicans have their feet in cement. The vast majority will not vote for anything that raises taxes even one penny, even on billionaires.
Therein lies the dilemma for John Boehner. He does not have control of his people and he has no power to speak of. But there is the possibility that a couple dozen Repubs could muster the courage and not be punished in their districts if they vote to cut taxes for 98% of the people of this country.
That is the issue remaining to be resolved.

It might be a hard road to 2014 still if the Teapublican reputation sinks low enough we may get rid of enough of them to make some progress.
