Harkin is just doing what he thinks is right as are Biden and Obama its just they have a difference of opinion on what the right thing to do right now is which I actually find reassuring since it shows the democrats are still clearly open to differences of opinion unlike the republicans.

So the Senate, instead of the normal way of doing things, is making the budget and then as you say it goes to the lower House since they can't do their jobs...
