Or are you saying you want the FBI to have the ability to monitor the internet over the whole world, and then to be able to arrest anyone, anywhere? Because if you think the FBI should have sorted this out by now, that's the kind of power you would need to give them.

The internet and web are international objects. The FBI doesn't have total control over them. Neither does it control your computer, so it cannot keep it free of malware.

If you think this has happened to you, and that the FBI should have stopped this, you either think the FBI should have prevented you picking up the virus from a website you visited, by having control of your computer, or you think that the FBI should have arrested the perpetrators of the blackmail - but it's an international scam.

...or any entity for that matter, to police the entire internet and chase down every online scammer. And frankly I wouldn't want them doing that. Part of the beauty of the internet is its freedom. With that comes the onus of responsibility for each user to protect themselves as best they can from the criminals who will always be there, waiting to take advantage, just as in the real world. And as in the real world, sometimes no defense is enough.

I'm sure if the FBI can nail the person/people behind this particular scam they will. Otherwise consider yourself lucky to have escaped without paying their ransom.
