Haberdasher Lobby Joins NRA to Push For Mandatory Hat Legislation

they insist that all "bad guys with a gun" must wear black hats, and "good guys with guns" must wear white hats.

The proposed bill will both stimulate the economy and help keep people safe.

Their preferred legislation is to have "Bad Guys" and "Evildoers" buy black guns, and "Good Guys" buy white guns.

And if you're ever going to snap, or use your "Good Guy" gun in anger, you'll have to buy an equivalent black gun.

Abstract

Firewalls, packet filters, intrusion detection systems, and the like
often have difficulty distinguishing between packets that have
malicious intent and those that are merely unusual. We define a
security flag in the IPv4 header as a means of distinguishing the two
cases.
