NRA-backed bill would restrict anti-smoking programs

Members of the National Rifle Association and the Kansas State Rifle Association lined up in support of a bill Wednesday that would bar state money from going to lobby against "legal products." But a Democratic senator and a representative of the American Cancer Society say the bill would also scuttle anti-smoking campaigns and other proven public health programs.

Sen. David Haley, D-Kansas City, said the intent may be to pre-empt gun control, but he feared it would require the state to "stop doing what has already been working well" in advocating against tobacco use and alcohol abuse.

NRA spokesman Brent Gardner told Haley that state funds could still go to programs that fight underage drinking and smoking, because those activities are illegal.

But Chris Masoner of the American Cancer Society, said it would still put a screeching halt to a number of programs, including smoking cessation campaigns run by the Kansas Department of Health and Environment.
