KANSAS CITY, Mo. News that a 17-year-old boy had been found handcuffed in the basement of his home hit hard in the school district where he attended classes until last fall.
North Kansas City School District Assistant Superintendent Paul Fregeau said he sat down with a group of teachers on Tuesday to tell them about the discovery.
He said some of the teachers who'd had the boy in their classes took the news hard.
"When I talked to the staff members who knew them, they were very upset and tearing up and some had to leave," Fregeau said.
The teenage boy and his stepmother's grandson have been taken into protective custody.
The boy's parents withdrew him from high school in September when he was a 16-year-old sophomore. In Missouri, parents don't have to have a reason to fill out any paperwork when they pull a child out of public school.
KMBC 9 News learned that the boy's parents said they were planning to home-school him.
There are few requirements and little oversight for families who choose to home-school their children.
