Los Angeles and Torrance are two separate municipalities. Neither one has a decent PD that serves the community, though.

Is it cool if they kill everyone that has a much more similar truck? Maybe everyone that more closely resembles the target? So, surely everyone of a reasonable fit for the combination?
The idea is that killing Dorner on sight is not only ok but encouraged, even if he does not present a clear and present threat is poison, when the process isn't respected the world becomes a far more dangerous place than even the most hardcore criminals can ever make it. Too much randomness and entropy is introduced at the great expense of trust and respect for the system from all sides. Weakness and corruption are weaved into any appraisal, especially when it is the most hardcore law and order types calling for the cowboy shit and the strong governance folks doing the winking, nodding, and defending as long as their guys are in charge.

This is the fruit of sliding off principle and winking an nodding at the idea of a street execution when they really want someone and the concept that many seem to operate under that accusation is guilt when the accusation is severe enough combined with mistaking rule of law for sympathy.
