Does this mean God made a mistake?

I didn't know a Pope could actually step down. Doesn't it sort of contradict the whole concept of the papacy?

states that a new Papal conclave can be held if the pope dies, resigns, or (and yes, this has happened before) removed from the church and fired from papacy.
