RALEIGH, N.C. – A bill that could send women to prison for going topless in public appears headed for approval by the North Carolina legislature.
The Republican-backed bill headed to a floor vote in the House would amend the state's indecent exposure law to expand the legal definition of "private parts" to explicitly include "the nipple, or any portion of the areola, or the female breast."
Depending on whether such exposure is judged to be "for the purpose of arousing or gratifying sexual desire," the woman could be charged with a felony, punishable by up to six months in prison for first-time offenders. More mundane exposure would be a misdemeanor meriting up to 30 days in jail.
Co-sponsor Rep. Rayne Brown, R-Davidson, told members of the House Judiciary Committee on Wednesday that her bill was triggered by topless rallies promoting women's equity that were held during the last two years in Asheville. Though her district is more than a two-hour drive from Asheville, Brown said her constituents are concerned whether the topless protests are legal.

So it seems this bill is primarily retaliatory based on the action of the Asheville women. Why are men's nipples not included? And it is OK for pseudo sex workers to bare the nip... THIS IS THE MOST SEXIST BULLSHIT I HAVE EVER HEARD.

AN ACT TO CLARIFY THE OFFENSE OF INDECENT EXPOSURE. 2
The General Assembly of North Carolina enacts: 3

SECTION 1. G.S. 14-190.9 reads as rewritten: 4
"§ 14-190.9. Indecent exposure. 5

(a) Unless the conduct is punishable under subsection (a1) of this section, any person 6
who shall willfully expose the private parts of his or her person in any public place and in the 7
presence of any other person or persons, except for those places designated for a public purpose 8
where the same sex exposure is incidental to a permitted activity, or aids or abets in any such 9
act, or who procures another to perform such act; or any person, who as owner, manager, 10
lessee, director, promoter or agent, or in any other capacity knowingly hires, leases or permits11
the land, building, or premises of which he is owner, lessee or tenant, or over which he has 12
control, to be used for purposes of any such act, shall be guilty of a Class 2 misdemeanor. 13

(a1) Unless the conduct is prohibited by another law providing greater punishment, any 14
person at least 18 years of age who shall willfully expose the private parts of his or her person 15
in any public place in the presence of any other person less than 16 years of age for the purpose 16
of arousing or gratifying sexual desire shall be guilty of a Class H felony. An offense 17
committed under this subsection shall not be considered to be a lesser included offense under 18
G.S. 14-202.1. 19

(a2) For the purposes of this section, the term "private parts" means external organs of 20
sex and of excretion, including the nipple, or any portion of the areola, of the human female 21
breast. 22

(b) Notwithstanding any other provision of law, a woman may breast feed in any public 23
or private location where she is otherwise authorized to be, irrespective of whether the nipple 24
nipple, or any portion of the areola, of the mother's breast is uncovered during or incidental to 25
the breast feeding. 26

(c) Notwithstanding any other provision of law, a local government may regulate the 27
location and operation of sexually oriented businesses. Such local regulation may restrict or 28
prohibit nude, seminude, or topless dancing to the extent consistent with the constitutional 29
protection afforded free speech." 30

SECTION 2. This act is effective when it becomes law. 31

I live in NC and we have a group of real nut cases in office. They got in during the Tea party crap.. A lot of them do not seem very bright. People are on FB asking people to contact her to tell her she is wrong.. So far I have not seen one comment on her side. There are many, many progressive people and groups here and I hope we start to fight back!

sexually frustrated prudes to me. It's from old religious fear of sex and damnation memes (memes using the actual definition not the recent fad usage). It would not even be a sex related issue if it wasn't for these backward thinking parrots. How bizarre.

they are breasts, and while they may be pleasant to look at, you shouldn't get so upset when you see one (or two). It is nature- it is the human form. If it makes you uncomfortable, the problem lies in you.

Reminds me of when I was in Japan visiting family, one old lady with her kimono down fanning herself in the heat had to be convinced to cover up for a group photo. No cops, just a bunch of old aunties pleading. And me giggling.
