His drinking has made him a poor leader. Rachel had it right that he's bad at his job and he's bad at his job because his brain isn't functioning properly because of his alcoholism. I'm sure anyone else would have reined her in a long time ago even a Republican, a sober one. Who takes charge if the Speaker can't fulfill his duties? I can't seem to find out through Google.
