Sex offender accused in Seattle rape less than a week after judge frees him



<King County prosecutors say a convicted sex offender kidnapped and raped an 18-year-old woman in Seattle less than a week after a judge allowed him to walk out of jail without posting bail.

The Seattle Times reports that 55-year-old Ricky Lee Lewis has been charged with first-degree kidnapping and first-degree rape and is being held in King County jail on a $1 million bail.

Superior Court Judge Ronald Kessler says he may have made a mistake when he allowed Lewis to go free six days before the March 20 rape. Kessler says prosecutors didn't provide evidence at the time that Lewis would commit a violent crime.

Court documents say Lewis had been convicted of two rapes and had served 10 years in prison before he was released in 2003. >

Why didn't the judge take into account his PREVIOUS 2 rape convictions? Aren't they allowed to look at previous crimes in a bail hearing or would even that have been prejudicial to his current case?

And the fact that he'd been convicted twice before would be the evidence of that risk.

the convicted RAPIST would commit a violent crime? what in the HELL does this judge think RAPE is? or did he not even bother reading the documents?

even after they have served their sentence. It's always bothered me that rapist in WA could be civilly commited for up to life, even after serving their full sentences, but cases like this give me pause. Either the docs didn't feel he was a high repeat-offender risk or maybe the facility didn't exist when he was released in 2003. Doubt the docs will make that mistake with him this next time.

ETA: Nope, that's not it..the Commitment Center for sex offenders was opened in 1990. Hmmm...

Theroux document. Lived in WA for several years in the late 2000's and heard about the Civil Commitment Center in newspaper articles.

most will make the same mistake (sad to say it really is a numbers game and most scientific numbers don't lie)) and another life is possibly ruined . Way too little too late, way too late!! If you can hurt another that badly I don't think you should have another chance to walk the street free ever.I am not talking about teenagers who post stupid naked pics on line and or even give each other blow jobs, so please don't. If we give you another chance it is at the risk of innocent others , you can choose the risk you want to support.The one who has already hurt and may Not Again , or the one that might be hurt and is innocent-you choose. Give the one who hurts others another chance, or protect the innocent ones who don't see anything like that awful, possibly life altering experience coming before They become a victim. You can choose where your support lies..It may not be fair, but life really isn't fair, is it? I choose the one that hasn't been hurt yet. Rapist rarely stop raping, pedophiles rarely stop until they're very old and sorry to say but not interest in sex and or can't get hard anymore. If i could start a movement a pedophile would never walk down the street again, nu ff said.

<Lewis had been convicted of two rapes and had served 10 years in prison before he was released in 2003, according to court documents. He was labeled a Level III sex offender, indicating he was considered a high risk to reoffend.

Last year, Lewis stopped making his required weekly check-ins with the King County Sheriff's Office.

As a result, he was charged with failure to register as a sex offender and was summoned to court on March 14. Prosecutors asked for a $30,000 bail, saying that his failure to register demonstrated an unwillingness to comply with court orders and posed a threat to the community, the charging documents say.

Lewis, however, said that he'd lived in the area for 48 years and was receiving mental-health treatment. In addition, court records show it was the first time he had been charged with failing to register, a felony punishable by up to one year in jail.>
