This is my own theory. The official word is that China is reluctant to interevene, but I can't imagine them wanting us waging war in their neighborhood again.

The Obama administration faces an uphill battle in its growing effort to convince China to play a more active role in steering North Korea away from provoking a military conflict on the divided Korean Peninsula, foreign policy insiders say.
While the State Department has said Secretary of State John F. Kerry will focus heavily on North Korea during a visit this month to Beijing, the Pentagon this week reached out to Chinese military officials seeking their cooperation in defusing mounting tensions created by Pyongyangs recent nuclear threats.

Since the Chinese are the party that knows the North Koreans best and has the most comprehensive relationship with them, they clearly have leverage that I think the administration would like to see Beijing bring to bear, said Scott A. Snyder, who heads the Program on U.S.-Korea Policy at the Council on Foreign Relations.
The catch, Mr. Snyder said, is that the U.S. and China see the North Korean problem differently. The fundamental challenge for North Korea as an issue in the U.S-China relationship is that China views it from the perspective of geopolitics while the U.S. has viewed it as a functional de-nuclearization issue, he said, adding that the U.S. and China have been talking past each other rather than truly working together.

Risky business: China continues military buildup near North Korean border as tanks, armor deploy
China continued moving tanks and armored vehicles and flying flights near North Korea this week as part of a military buildup in the northeastern part of the country that U.S. officials say is related to the crisis with North Korea.
The Obama administration, meanwhile, sought to play down the Chinese military buildup along the border with Beijings fraternal communist ally despite the growing danger of conflict following unprecedented threats by Pyongyang to attack the United States and South Korea with nuclear weapons.
According to U.S. officials with access to intelligence reports, both intelligence and Internet reports from the region over the past week revealed the modest military movements in the border region that began in mid-March and are continuing.
The buildup appears linked to North Koreas March 30 announcement that it is in a state of war with South Korea after the United Nations imposed a new round of sanctions following the Norths Feb. 12 nuclear test and because of ongoing large-scale joint U.S.-South Korea military exercises.

It didn't happen under Bush the Lesser, it's not happening under Obama.
If China would like to solve this problem for the rest of the planet and the people of SK & NK, they can proceed with all haste.
