I noticed that my account was extremely slow trying to navigate to a liberal site and then I logged in under my sons account and there were no problems. I then logged back in on my account and again had extremely slow load speeds or no loads at all.

I could write some requirements for that. The problem is routers are designed to move packets quickly so to "force" a congestion scenario would be key.
Or I guess based on login we could redirect the users to something shitty like some old Sun Netra 120 servers LOL...
