Mika: What do you make of this controversy that we have been talking about here? The HHS decision and wether or not its a good one?

Governor Malloy: Yea i've been watch this discussion this morning, I don't know wether you know this but 28 states have the same rule and I know that you have been saying go to Pennsylvania (referring to Romney) the problem for Governor Romney if he goes to Pennsylvania to talk about this hes going to have to explain why he had the same requirement in Massachusetts. So you know that more than half of the American population who lives in states that currently require that.

Scarborough: We keep having Democrats that are actually coming out and just making this situation so much more for Mitt Romney, so much more difficult for Mitt Romney.

Governor Malloy: Well listen you can't have your cake and eat it too

Scarborough: So so so your saying that Mitt, when Mitt, Mitt Romney was Governor did they have the same requirement?

Governor Malloy: Yes but, and actually its required by there, well we will use the term its required by Romneycare.

Scarborough: (Joe laughs) Is it really?

Governor Malloy: Yea

Scarborough: Which may be why Mitt Romney. If that is in fact the case that would be why Mitt Romney is not going to rush to Pennsylvania.

Governor Malloy: Well hes on both sides of that issue.

Scarborough: Of course he is.

Mika: So where are you on it? (referring to Governor Malloy)

Governor Malloy: Where am I on it? First of all there is a church exemption, so you have to acknowledge that, so no person who is employed directly by the church has to have that extension of benefits.

Scarborough: So its only applied to absolute church? But hospitals, colleges, preschools?

Governor Malloy: I don't know about preschools but it certainly does apply to Hospitals and Universities.

Scarborough: So, but if you work for the church itself you do have that exemption?

Governor Malloy: There is a religious church exemption, thats it.
