might become more aware of the reasons many of us call for reform of marijuana laws and consider adding their own voices to the chorus.

Sounds like it's about local law enforcement meeting quotas that bring in federal money. I suppose minorities are targeted because they are less likely to have the resources available to adequately defend themselves and thus the conviction rates are higher.

Institutionalized racism.

Higher stop rates. Higher arrest rates. Higher conviction rates. Higher incarceration rates. Longer/harsher sentences for virtually the same crime.

Racism. Alive. Well. And doing its part to keep the prison system in business.
