They've been at it for years already

I remember first learning of this site on DU about a decade ago.

Surveillance is nothing new, alas, and I can think of no surveillance technology that wasn't used to its fullest extent as soon as it became available.

I don't know if that makes it literally inevitable, but for all practical purpose it might as well be.
