A simple solution to PRISM: give customers property rights to their own metadata

Such information has monetary value, so there's a property hook.

And if you make it property, the government has both 4th and 5th amendment issues (can't take property without due compensation, would place metadata more squarely within protections of 4th amendment by making it indisuptably within the individual's effects protected by the 4th).

because corporations and our government got married to each other a decade or so ago and they are still in bed consummating the marriage.
